Qinhuangdao Economic & Technological Development Zone (QETDZ) was among the first national development zones in October 1984 with the approval of the State Council of China. It consists of two parts (East and West). After two extensions, it covers a total land area of 56.72 square kilometers. QETDZ sticks consistently to the development policy of the country and has made broad stride in introducing foreign enterprises and capital, and achieved sustainable development in the local economy. Presently enterprises from more than 30 counties and regions including US, Germany, South Korea, etc. have established projects, such as Itochu, Asahi from Japan, LG, CASTEC from S. Korea, ADM, GE, ALCOA from US, German Demag, Chia Tai, TI Automobile, as well as famous China enterprises as CITIC, COFCO, CNPC, HPEC, TIANWEI BAOBIAN, etc. The national export processing region was established in Sept. 2003 with a planned area of 2.5 square kilometers.

QETDZ has an excellent investment environment with good basic facilities and strong city functions. In June 2001, it was authenticated by ISO14000 environment system and the State Environmental Protection Bureau approved QETDZ as an ISO14000 National Demonstration Zone, and became the first in Hebei, and the Sixth in China as ISO14000 National Demonstration Zone. In May 2002, QETDZ was awarded as the Environment Protecting Model Zone by the government of Hebei province.
